This morning I decreased the butterfly valve opening a bit using the idle adjustment screw. After choking I could smell gas! Well, I went off choke and it started. Tested the choke settings while running and got an increase in rpms. So the choke plungers do work. With the butterfly opening too large, that is like cracking the throttle.
